SUMMARY
Synopsis of Bill
Senate Bill 434
appropriates $450.0 thousand from the General Fund to the Children, Youth and
Families Department for expenditure in FY 05 to fund computer club houses in
the cities of
Any unexpended or
unencumbered balance remaining at the end of FY 05 shall revert to the General
Fund.
Significant Issues

These clubs provide a safe, alternative
place for children to go after school and on weekends.

Potentially, these clubs could expand to
incorporate other school-aid components, such as a mentor program through which
children would receive assistance with their homework. Creative reflection on the possibilities for
additional program components may expand the benefits of such club houses many
times over.

The Children, Youth and Families
Department notes such computer club houses will afford many children the
opportunity to learn necessary computer skills and enhance their knowledge of
technology – children who may otherwise not have such opportunities.

The department also notes it would be
expected to provide monitoring services for these clubs. The department did not state that providing
such services would be problematic. The
services may be provided under a professional services contract with local
community participants.
