SUMMARY
Synopsis of Bill
Senate Bill 398
appropriates $50.0 to PED to develop, implement and evaluate a bullying and
violence prevention program in the
Significant Issues
According to PED, bullying and being victimized
by bullies are recognized as health problems for children because of their
association with range of adjustment problems, including mental health and
violent behavior.
The PED has trained 46 staff coaches and 23
trainers throughout the state. These individuals could be instrumental in
establishing guidelines for bullying prevention policies and providing training
and technical assistance to school districts to implement bullying prevention
programs.
FISCAL IMPLICATIONS
The bill appropriates
$50.0 from the general fund and is recurring.
ADMINISTRATIVE IMPLICATIONS
According to PED, the
staff would be required to administer a request for proposal, establish a
contract and provide oversight and technical assistance for the proposed projects.
RELATIONSHIP
Relates
to HB 199 and SB 185, which require the PED to establish guidelines for
bullying prevention policies by August 2005.
