SUMMARY

 

Synopsis of Bill

 

Senate Bill 359 provides for an appropriation of $100 thousand from the general fund to the Youth Conservation Corps Commission for the purpose of supporting New Mexico youth conservation corps programs in north central New Mexico.

 

Any unexpended or unencumbered balance remaining at the end of fiscal year 2005 shall revert to the general fund.

 

Significant Issues

 

Senate Bill 359 would provide $100 thousand to fund Youth Conservation Corps (YCC) projects in north central New Mexico.  The language contained in this bill specifies that funds will be used to contract with a nonprofit organization.

 

Existing statute allows for YCC to contract with non-profit organizations and to develop a process to select the activities and contracts that will be funded. 

 

As a result of this appropriation, YCC can increase the number of projects funded annually and employ more New Mexico youth.  Further, New Mexico's natural resources will be positively impacted by the implementation of this project, i.e. erosion control structures will be put in place, over-stocked forests will be thinned, new recreational trails will be built, etc.  Northern New Mexico's economy will benefit with the additional funds going to local youth and businesses.

 

Senate Bill 359 limits this appropriation to fund nonprofit organizations.  Section 9-5B-3(H) NMSA 1978 also allows federal agencies, state agencies, local government entities and federally recognized Native American tribes to participate in the YCC program.  Language in this bill would exclude a number these agencies from competing for funds.

 

FISCAL IMPLICATIONS

 

The appropriation of $100 thousand contained in this bill is a non-recurring expense to the general fund.  Any unexpended or unencumbered balance remaining at the end of fiscal year 2005 shall revert to the general fund.

 

ADMINISTRATIVE IMPLICATIONS

 

Current administrative support can accommodate this appropriation.

 

TECHNICAL ISSUES

 

Consideration may be given to expanding language to include all agencies included in YCC statutes.
