SUMMARY
Synopsis of Bill
Senate Bill 357
appropriates $118 thousand from the general fund to the Board of Regents of
NMSU to plan, design, and provide legal and architectural services for an
on-site wastewater demonstration and training center and environmental
education facility in
Significant Issues
This program expansion request was not submitted
the CHE by the NMSU Board of Regents.
Consequently, the Commission did not review it.
FISCAL IMPLICATIONS
The appropriation of $118
thousand contained in this bill is a recurring expense to the general fund. Any
unexpended or unencumbered balance remaining at the end of FY 05 shall revert
to the general fund.
The CHE recommended a
FY 05 appropriation of $463.5 (1.7% increase) to NMSU to fund water resources
research.
AMENDMENTS
The following language is suggested for all new
recurring higher education programs and expansion of current programs (assuming
that funding will continue beyond FY05):
“The institution
receiving the appropriation in this bill shall submit a program evaluation to
the Legislative Finance Committee and the Commission on Higher Education by August
2007 detailing the benefits to
