Synopsis of Bill
Senate Bill 328
appropriates $250,000 from the general fund to Office of Hispanic Affairs which
is administratively attached to the Human Services Department.

The bill establishes the Office
of Hispanic Affairs as a clearinghouse to provide information to Hispanics
throughout
FISCAL IMPLICATIONS
The appropriation of
$250.0 contained in this bill is a recurring expense to the general fund. The bill appropriates $250.0 in fiscal year
2005 and subsequent fiscal years. Any
unexpended or unencumbered balance remaining at the end of fiscal year 2005
shall not revert to the general fund.
The bill creates the “Office of Hispanic Affairs Fund” in the state
treasury and any appropriations, gifts, grants, donations or bequests in the
fund shall not revert.

This bill creates a
new fund and provides for continuing appropriations. The

As many of the elements envisioned in the bill
are located throughout multiple Executive agencies, there may be some
disruption of existing services being provided while necessary transition takes
place. Any transition may also result in
discontinuation of some services as priorities become more focused as well as
the incorporation of additional duties.
