SUMMARY

 

Synopsis of Bill

 

Senate Bill 283 appropriates $125 thousand from the general fund to the Public Education Department (PED) for expenditure in FY05 to support, in collaboration with the Santa Fe Public Schools, a museum-based early childhood community summer day camp at Agua Fria Elementary School.

 

Significant Issues

 

Agua Fria Elementary School serves a population that has a high percent of students form low-income families.  Additionally, many of the students come from homes where Spanish is the primary language.  This program allows the school district to formally interact with students at an early age, a benefit to all concerned: students, families, and the school.

 

 

FISCAL IMPLICATIONS

 

The appropriation of $125 thousand contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY05 shall revert to the general fund.

 

AMENDMENTS

 

The following language is suggested for all new recurring higher education programs and expansion of current programs (assuming that funding will continue beyond FY05):

 

“The institution receiving the appropriation in this bill shall submit a program evaluation to the Legislative Finance Committee and the Public Education Department by August 2007 detailing the benefits to the State of New Mexico from having implemented this program over a three period.”
