SUMMARY

 

Synopsis of Bill

 

Senate Bill 282 appropriates $500 thousand from the general fund to the Local Government Division of the Department of Finance and Administration (DFA) for expenditure in fiscal year 2005, to provide services at the Women’s Health Services Family Care and Counseling Center in Santa Fe.

 

FISCAL IMPLICATIONS

 

The appropriation of $500.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2005 shall revert to the general fund.

 

ADMINISTRATIVE IMPLICATIONS

 

DFA must comply with provisions of the State Procurement Code prior to distributing this appropriation to the Santa Fe Women’s Health Services Family Care and Counseling Center.

 

OTHER SUBSTANTIVE ISSUES

 

According to the NM Commission on the Status of Women, 30% of all New Mexico women between the ages of 19-64 are uninsured-the highest rate in the nation.  Basic health care is essential to all areas of development for our state- unhealthy people are unable to hold jobs, attend school, or care adequately for their families.  In addition study after study has indicated that early intervention and preventative medical health care help prevent death associated with diseases such as breast & cervical cancer, diabetes, and heart disease.
