Synopsis of Bill

 

Senate Bill 187 creates statute that would allow any honorably discharged veteran of the Korean conflict to receive a high school diploma if the individual (1) was schedule to graduate from high school after 1950 and before 1955; (2) was a resident of NM and attended a high school in the locality of the current school district; (3) left high school before graduation to serve in the Korean conflict.

 

Significant Issues

 

This bill is a very inexpensive way to honor Korean conflict veterans.  Requirements to prove eligibility should be minimal and should consist of proof of service.

 

FISCAL IMPLICATIONS

 

There is no appropriation in this bill. Minor administrative costs may result but these should be covered by the operating budget of the Public Education Commission and local school district boards.

 

 

 

 

 

 

ADMINISTRATIVE IMPLICATIONS

 

If requested, VSC will use their database of veteran property tax exemption certificates to assist local school boards in determining eligibility for this program.

 

Public Education Commission will be required to adopt and promulgate rules of eligibility and devise an application form.

Should the proposed statute be expanded to cover the veterans of the Viet-Nam War?
