SUMMARY

Synopsis of Bill

Senate Bill 108 appropriates $150,000 from the general fund to the local government division of the department of finance and administration for the city of Las Cruces to contract with a nonprofit organization to create a marketing plan to sell the farm goods of socially disadvantaged farmers to markets outside the city of Las Cruces.

FISCAL IMPLICATIONS

The appropriation of $150.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2005 shall revert to the general fund.

POSSIBLE QUESTIONS

Would the appropriation be more effective if allocated to the Department of Agriculture, which is an agriculture producer-consumer service department located at NMSU in Las Cruces?  What is the definition of a socially disadvantaged farmer?
