SUMMARY

 

Synopsis of Bill

 

Senate Bill 63 appropriates $250 thousand from the general fund to the Board of Regents of NMSU to expand the intercollegiate sports program at NMSU to meet membership criterion of the Nation Collegiate Athletic Association (NCAA).

 

Significant Issues

 

The analysis provided by NMSU indicates that new NCAA Division I-A and federal requirements are being imposed that will necessitate New Mexico State University adding a new NCAA  program, the sport of women’s equestrian, to include scholarships, coaching and an athletic trainer.

 

FISCAL IMPLICATIONS

 

The appropriation of $250 thousand contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY05 shall revert to the general fund.

 

OTHER SUBSTANTIVE ISSUES

 

The funding recommendation for intercollegiate athletics submitted to the CHE by the NMSU Board of Regents includes a program change of $250 thousand, presumably for the expansion of athletics.  The analysis prepared by NMSU states these funds, if appropriated, will be used to start a new program for women.  However, documents prepared by the CHE suggest this recommendation was not approved by the Commission.
