SUMMARY

Synopsis of Bill

House Memorial 6 requests the U.S. Department of Agriculture (USDA) Forest Service to withdraw the proposed forest management plan and draft environmental impact statement for the Jicarilla ranger district with the Carson National Forest. The memorial requests the U.S. Forest Service to consider and maintain multiple uses of this land, particularly for continued natural resources exploration. The memorial further requires that copies be sent to state and national leaders and government officials.

Significant Issues

The State Land Office reports that the proposed action by the Forest Service to inhibit the development of a large supply of natural gas in an area where there is already significant development may discourage the oil and gas industry from exploring and investing in any of New Mexico’s lands. Significant state and federal oil and gas assets may remain undeveloped and there will be no replacement of declining production with future development.
