     Synopsis of HEC Amendment

 

The House Education Committee amendment to HJM-22 does the following:

           

Page 1, lines 19-20: This was amended to read “ of the benefit to Native American students or the costs to the tribal schools, which include schools operated by the bureau of Indian Affairs, grant schools, Charter schools and mission schools.” The author clarified “tribal schools.” Page 3, Line 1: Legislature was taken out and further clarified to read “ the legislative education study committee and the legislative finance committee. Page 3, line 9: Amended to read “ the chair of the legislative education study committee and the chair of the legislative finance committee. Other amendments were grammatical. The amendments served to clarify the intent of the joint memorial.

 

 

 

 

Synopsis of Original Bill

 

House Joint Memorial 22 will create an executive agency standard to ensure a consistent partnership between the Public Education Department, the Native American communities and tribal schools to provide input prior to making regulatory decisions that affect Native American students in the state’s public schools.

 

Significant Issues

 

According to PED, the joint memorial aligns with the intent under Senate Bill 115 of 2003 Indian Education Act. The Act provides the means for relationships between the state and Native American communities which include parents, tribal departments of education, community-based organizations and tribal, state and local policymakers to work towards ways to improve the educational opportunities for Native American students.
