SUMMARY

 

Synopsis of Bill

 

House Bill 492 appropriates $75,000 from the general fund to the local government division of the department of finance and administration for the city of Gallup to contract with businesses for the operation of the inter-tribal ceremonial.

 

Significant Issues

 

The Office of Indian Affairs provided the following:

 

The Gallup Intertribal Ceremonial, which is held every August, is requesting financial support from the state to cover expenses associated to hosting the event.  The Gallup Intertribal Ceremonial is the fifth largest event in the state.  This year, the Ceremonial’s goal is to increase its attendance by 20%.  The Intertribal Ceremonial increases tourism and economic development in the Gallup area, which benefits not only those participating in the event but also local businesses. 

 

It is the Office of Indian Affairs understanding that the State provided support to the Gallup Intertribal Ceremonial but this was discontinued under the previous administration. 

 

FISCAL IMPLICATIONS

 

The appropriation of $75.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2005 shall revert to the general fund.

The Gallup Intertribal Ceremonial provides an opportunity for the public to learn, see, and appreciate Native American culture. Native Americans and tourists come from all over the country to the state to participate in the events.  In a recent Gallup Independent article, the Governor was quoted to have verbally supported the Ceremonial.
