SUMMARY

 

Synopsis of Bill

 

House Bill 445 appropriates $100 thousand from the General Fund to the Energy Minerals & Natural Resources Department (EMNRD) to support the Rocky Mountain Youth Corps program (RMYC).

 

Significant Issues

 

This bill provides funds to the EMNRD to give directly to the RMYC, a non-profit business.  The bill does not identify exactly how the funds will be spent, only that the funds will be used to support RMYC. 

 

The YCC Commission has funded RMYC through a Request for Proposal (RFP) process in fiscal years 1997 to 2004.  Through the process, state agencies, federal agencies, local government agencies, non-profit organizations and Native American tribes compete for funding.  The YCC Commission selects the proposals that meet the RFP guidelines, are most cost effective and at the same time, provide the most benefit to New Mexico's citizens, including our youth. 

 

The YCC believes this bill violates the Procurement Code.

 

FISCAL IMPLICATIONS

 

The appropriation of $100.0 contained in this bill is a recurring expense to the General Fund. Any unexpended or unencumbered balance remaining at the end of Fiscal Year 2005 shall revert to the General Fund.
