Fiscal impact reports (FIRs) are prepared by the Legislative Finance Committee (LFC) for standing finance committees of the NM Legislature. The LFC does not assume responsibility for the accuracy of these reports if they are used for other purposes.

      Synopsis of Amendment

 

House Education Committee amendment to House Bill 269 reduces the appropriation and changes the original intent of the bill. The amendment changes the use of the appropriation from operations and programs to professional development.  

 

Synopsis of Bill

 

House Bill 269 appropriates $100.0 to PED for operations and programs in the Quemando Independent School District (QISD).

 

Significant Issues

 

According to PED, small school districts have experienced declines in student membership. As a result, they receive a lower amount of funding from the public school funding formula. This last fiscal year, QISA needed to request supplemental emergency funding from the department.

 

 

 

FISCAL IMPLICATIONS

 

House Bill 269 appropriates $100.0 from the general fund and is recurring.

 

ADMINISTRATIVE IMPLICATIONS

 

The administrative impact to PED is minimal.

 

OTHER SUBSTANTIVE ISSUES

 

If House Bill 269 is not passed, the district could apply for emergency supplemental funding which is appropriated by the Legislature within  public school support .
