SUMMARY
Synopsis of Bill
House
Bill 247 amends the Special Motorcycle Registration Plates and Special Registration
Plates for Armed Forces Veterans statute
to add four additional options to of available
“veteran-designation decals”. These four additions are: 1)
House
Bill 247 also amends Section 66-3-424 NMSA 1978 which was 2003 legislation to
standardize procedures and designs for special registration plates. Current law says all plates will have a
yellow background; HB 247 adds “or blue” background.
FISCAL IMPLICATIONS
House Bill 247 should have minimal fiscal impact. The Armed Forces Veteran plate is currently
available to all veterans. House Bill
247 adds four additional decals which the Department will make available to veterans
upon request. The Motor Vehicle Division
of the Taxation and Revenue Department estimates the cost to print these
additional decals to be minimal.
TECHNICAL ISSUES
The Department of Transportation points out that
in Section 2, Subsection F, Paragraph (1) on page 6, line 23, the distribution
to the “armed forces veterans’ license fund” might better be specified as: “veterans, as provided in Subsection E, paragraph
(2) of this section, ...”. This is
not considered a serious or substantial flaw.
