SUMMARY

Synopsis of Bill

House Bill 236 appropriates $75 thousand from the general fund to the Economic Development Department for the Fort Stanton Development Commission for the purpose of administering the Fort Stanton facility.

FISCAL IMPLICATIONS

The appropriation of $75 thousand contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY05 shall not revert to the general fund.

ADMINISTRATIVE IMPLICATIONS

The Energy, Minerals and Natural Resources Department indicates this funding will allow the commission to perform its duties and powers of crafting a long-term strategy for the protection and management of Fort Stanton.  The Economic Development Department indicates the cost for rehabilitating the buildings at the facility are estimated at over $1 million.

OTHER SUBSTANTIVE ISSUES

The Economic Development Department indicates the General Services Department facilitated the development of a $50 thousand master plan proposal, financed with federal funds.  The proposal suggests a mixed use tourism/convention facility administered possibly by the Tourism Department.
