Synopsis of Bill

 

House Bill 224 appropriates $200.0 to PED to provide matching funds to recruit and support teachers for certification by the National Board for Professional Teaching Standards (NBPTS).

Significant Issues

 

House Bill 224 carries an emergency clause. According to PED, in 2003, the PED received $83.0 in federal funds through the NBPTS earmarked for fee subsidies for teachers. In FY04, 53 teachers received $1,150 to help pay for the $2,300 certification fee, the remaining fee will be used to subsidize certification fees for teachers next year. House Bill 224 would help more teachers overcome the financial barriers that prevent them from applying for National Board Certification and help New Mexico support and retain highly qualified and effective teachers.

 

 

 

FISCAL IMPLICATIONS

 

House Bill 224 appropriates $200.0 from the general fund and is recurring. The bill carries an emergency clause to use the funds in FY04 and FY05.

 

ADMINISTRATIVE IMPLICATIONS

 

The PED indicates that enactment of the bill would require staff to develop rules and procedures to recruit and select teachers and distribute the funds.

 

RELATIONSHIP

 

House Bill 62 supports teachers once they have achieved NBPTS certification. House Bill 224 supports teachers who want to apply for NBPTS certification.
