SUMMARY

 

      Synopsis of HEC Amendment

 

The House Education Committee Amendment adds an evaluation component as follows:

 

“The institution receiving the appropriation in this bill shall submit a program evaluation to the Legislative Finance Committee and the Commission on Higher Education by August 2007 detailing the benefits to the State of New Mexico from having implemented this program over a three period.”

 

Synopsis of Original Bill

 

House Bill 216 appropriates $100 thousand from the general fund to the Regents of the University of New Mexico to contract for provision of an anti-discrimination and anti-bias-related violence education program.

 

Significant Issues

 

The PED reports that, while reported incidents of violence in New Mexico decreased over the last few years, there were 8,101 incidents during the 2000-2001 school year.  The PED also reports that an anti-discrimination and anti-bias violence prevention program could serve as a resource to other entities aimed at violence prevention.

FISCAL IMPLICATIONS

 

The appropriation of $100 thousand contained in this bill is a recurring expense to the general fund.  Any unexpended or unencumbered balance remaining at the end of FY05 shall revert to the general fund.

 

RELATIONSHIP

 

HB 216 relates to:

            HB 199, Develop Bullying Prevention Programs,

            HB 306, Violent Delinquent Youth research Project, and

            SB 249, Youth Violent Reduction Programs

 

OTHER SUBSTANTIVE ISSUES

 

This request is not among the program expansion priorities submitted by the UNM Board of Regents to the CHE.  Consequently, the Commission did not review this proposal.

 

AMENDMENTS

 

The following language is suggested for all new recurring higher education programs and expansion of current programs (assuming that funding will continue beyond FY05):

 

“The institution receiving the appropriation in this bill shall submit a program evaluation to the Legislative Finance Committee and the Commission on Higher Education by August 2007 detailing the benefits to the State of New Mexico from having implemented this program over a three period.”
