The House Education Committee amendment requires
a program evaluation to be submitted to the legislative finance committee and
the commission on higher education by August 2007.

would increase enrollment; provide for graduate level nursing education focus
and distance education strategies; year-round graduate nursing education; and establishment
of an accelerated alternate entry BSN option for individuals with bachelor
degrees in other disciplines, which will also contribute to faculty retention
through paid summer employment.
FISCAL IMPLICATIONS
The appropriation of $500.0
thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered
balance remaining at the end of FY05 would revert to the general fund.
OTHER SUBSTANTIVE ISSUES
NMSU notes approximately 250 students enrolled
in the nursing program at any given time.
DOH notes the severe nursing shortage nationally
and in
DOH notes the proposal is consistent with the
DOH Strategic Plan, Goal B for Program Area II:
Assure access to and quality of basic health systems such as primary
care, rural health (including community hospitals) and school health services.
