House Bill 71 appropriates $365.0 for an educational resource center serving the southeastern region of New Mexico to support middle schools that implement career-technical education programs based on a model developed by the Career Dreams Educational Foundation.

The Career Dreams Educational Foundation is a California-based organization that provides training and development programs in staff development, team building and long-term organizational change by helping teachers and students discover their natural talents, passions, creativity and career dreams.

According to PED, the department would be required to follow state procurement regulations and monitor their use.
