SUMMARY

 

Synopsis of Bill

 

House Bill 66 appropriates $674 thousand from the general fund to the Department of Military Affairs (DMA) for the purpose of providing maintenance and operational expenses for National Guard armories throughout New Mexico.

 

Significant Issues

 

The appropriation provided by this bill will allow the DMA to perform a number of important maintenance and repair projects throughout the state, including repairing or replacing roofs, doors, windows and HVAC systems, improving energy efficiency at many locations, and conducting necessary repairs and upgrades for fire suppression systems that are currently in violation of building codes.

 

FISCAL IMPLICATIONS

 

The appropriation of $674.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2005 shall revert to the general fund.

ADMINISTRATIVE IMPLICATIONS

 

According to the DMA, adequate resources for maintenance, operations and repairs of National Guard facilities have not been adequate and such facilities have continued to deteriorate.  These facilities not only provide structures for National Guard members to train, work and deploy, but also serve many communities as centers for a variety of activities including distance learning, and providing emergency housing in times of natural or manmade disaster.
