SUMMARY

 

Synopsis of Bill

 

House Bill 62 amends the Public School Finance Act to include National Board for Professional Teaching Standards(NBPTS) certification among the categories of additional program units allowed toward the total program unit calculation.

 

Significant Issues

 

According to PED, NBPTS was formed in 1987 to establish high and rigorous standards for what accomplished teachers should know and be able to do, to operate a national voluntary system to assess and certify teachers who meet these standards and to advance related education to improve student learning in schools. There are 120 individuals who hold NBPTS certification in New Mexico.

 

 

 

FISCAL IMPLICATIONS

 

House Bill 62  does not contain an appropriation but, if enacted, the salary differentials proposed in the bill and the number of teachers who apply for NBPTS would have a fiscal impact on the school program cost. At this time, the PED can not provide a valid estimate.

 

ADMINISTRATIVE IMPLICATIONS

 

According to PED, the department will continue to devote staff time to monitor the effort to assist teachers in becoming NBPTS certified.
