SUMMARY

 

     Synopsis of HEC Amendment

 

The House Education Committee amendment adds a program evaluation requirement that reads as follows:

 

“The institution receiving the appropriation in this bill shall submit a program evaluation to the Legislative Finance Committee and the Commission on Higher Education by August 2007 detailing the benefits to the State of New Mexico from having implemented this program over a three period.”

 

Synopsis of Original Bill

 

House Bill 46 appropriates $100 thousand from the general fund to the Board of Regents of New Mexico State University to increase the Waste Education and Research Consortium (WERC) pollution prevention outreach and training program.

 

Significant Issues

 

The proposed General Appropriation Act contains a total funding level of $4,476.5 million.  This amount includes $566.5 thousand from the general fund, $259.8 thousand from other state funds and $3,710.2 million from federal funds.  If approved, this bill would increase the general fund appropriation to $666.5 thousand for FY05.

 

FISCAL IMPLICATIONS

 

The appropriation of $100 thousand contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY05 shall revert to the general fund.

 

OTHER SUBSTANTIVE ISSUES

 

This program expansion request was reviewed by the NMSU Board of Regents, approved and submitted to the CHE for its consideration.  However, this increase was not included in the Commission’s funding recommendations for FY05.
