SUMMARY
Synopsis of HEC Amendment
The
House Education Committee adds a program evaluation requirement that reads as
follows:
“The institution
receiving the appropriation in this bill shall submit a program evaluation to
the Legislative Finance Committee and the Commission on Higher Education by August
2007 detailing the benefits to
the State of New Mexico from having implemented this program over a three
period.”
Synopsis of Original Bill
House Bill 13 appropriates $250,000 from the general
fund to the Board of Regents of NMSU to expand the intercollegiate sports
program at NMSU to meet membership criterion of the Nation Collegiate Athletic
Association (NCAA).
Significant Issues
The analysis provided by NMSU indicates that new
NCAA Division I-A and federal requirements are being imposed that will
necessitate New Mexico State University adding a new NCAA program, the sport of
women’s equestrian, to include scholarships, coaching and an athletic trainer.
FISCAL IMPLICATIONS
The appropriation of $250.0 contained in this bill is a recurring expense
to the general fund. Any unexpended or unencumbered balance remaining at the
end of FY05 shall revert to the general fund.
OTHER SUBSTANTIVE ISSUES
The funding recommendation for intercollegiate
athletics submitted to the CHE by the NMSU Board of Regents includes a program
change of $250,000, presumably for the expansion of athletics. The analysis prepared by NMSU states these
funds, if appropriated, will be used to start a new program for women. However, documents prepared by the CHE
suggest this recommendation was not approved by the Commission.
AMENDMENT
The following language is suggested for all new
recurring higher education programs and expansion of current programs (assuming
that funding will continue beyond FY05):
