Synopsis of Bill

 

Senate Joint Memorial 51 requests that the Legislative Education Study Committee (LESC), in collaboration with the Public Education Department (PED), conduct a feasibility study to determine potential changes to the Bilingual Multicultural Act (NMSA 1978, 22.23.1.-6).

 

Significant Issues

 

Senate Joint Memorial 51 requests that the LESC report its findings to the Legislative Finance Committee (LFC) by November 2004.

 

The LFC reported in its audit of the Bilingual Multicultural Education program that the Legislature consider amending the Bilingual Multicultural Education Act to clarify program purpose and to provide direction on program priorities.

Senate Joint Memorial 51 does not contain an appropriation.

 

ADMINISTRATIVE IMPLICATIONS

 

PED and LESC will collaborate to conduct the feasibility study.

 

OTHER SUBSTANTIVE ISSUES

 

The LFC audit found that there is currently no authorization or requirement for the PED or another agency to monitor the expenditures of schools and districts with Bilingual program funding and to check for consistency of expenditures with program applications. Thus, this kind of data in not available.
