SUMMARY
Synopsis of Bill
Senate Joint Memorial 43
requests the Secretary of the Corrections Department to convene a task force to
study barriers to successful reintegration of parolees into their communities
and to improve coordination of release and reentry planning for parolees by
executive agencies.
The memorial also
requests the task force to study barriers to employment, public benefits, housing
family reintegration, education and legal immigration that hamper parolee’s
efforts to rejoin their families and communities.
The task force is to
include the Secretary of Human Services, the Secretary of Children, Youth and
Families, the Secretary of Health, the Secretary of Labor, the Secretary of
Public Education Department, a representative from the New Mexico Women’s
Justice Project and a representative from the

requested to submit a report to the Interim Corrections Oversight and Justice
Committee and the Interim Legislative Health and Human Services Committee no
later that
FISCAL IMPLICATIONS
SJM 43 does not contain an appropriation.
ADMINISTRATIVE IMPLICATIONS
The Corrections
Department will have additional administrative requirement on staff to coordinate
meetings and develop recommendations and the other designated Department Secretary/Designee
will be required to attend the task force meetings.
