SUMMARY

 

Synopsis of Bill

 

Senate Bill 498 appropriates $150.0 to PED to develop sexuality education, including information about teen pregnancy and parenting, that is consistent with local communities and parents desires.

 

Significant Issues

 

PED indicates according to the New Mexico Middle and High School HIV/SEX Education Survey 2003, of 112 responding schools, the majority focus on Health Education during the 7th,8th, and 9th grade years. According to PED, 80% indicated that they provide sexuality education, primarily during the 7th and 9th grade years.

 

There are 35 New Mexico Graduation Reality and Dual-Role Skills (GRADS) programs in existence serving 785 students. The mission of the GRADS program is to strengthen teenage families and reduce risk-taking behaviors among youth served by its program. Parenting education is included in the GRADS program.

 

FISCAL IMPLICATIONS

 

Senate Bill 498 appropriates $150.0 from the general fund and is recurring.

 

ADMINISTRATIVE IMPLICATIONS

 

According to PED, the department would be required to develop an application process for the distribution of funds to schools, distribute funds and provide oversight and technical assistance for program implementation.
