SUMMARY

Synopsis of Bill

Senate Bill 427 appropriates $23 thousand from the general fund to the local government division of DFA for the purpose of supporting a community project in Taos county honoring Bataan veterans.

Significant Issues

VSC estimates there are about 60 Bataan survivors in New Mexico.  The 200th Coast Artillery was one on the most decorated units in World War II and its membership was largely from northern New Mexico.

FISCAL IMPLICATIONS

The appropriation of $23 thousand contained in this bill is a non-recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2005 shall revert to the general fund.

TECHNICAL ISSUES

The terms “community project” in line 19 is vague.  The bill should be amended to provide specifics of what will be done so that Legislators can properly assess the bill.

POSSIBLE QUESTIONS

  1. What “community project” honoring Bataan veterans will be funded by this bill?
