SUMMARY

 

Synopsis of Bill

 

SB 297 appropriates $50,00 to the Corrections Department for fiscal year 2005 to operate an overnight family visitation center at the women’s correctional facility in Grants, New Mexico. 

 

FISCAL IMPLICATION

 

The bill appropriates $50.0 to the Corrections Department from the general fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2005 reverts to the general fund.  

 

ADMINISTRATIVE IMPLICATIONS

 

The Corrections Department requests clarification on use of the money “to operate an overnight family visitation center.”  Would this require the Department to have staff on hand all night to manage and supervise the program?  If so, the Department would need to reassign personnel.  The Department could probably absorb this administrative cost.

 

The funds could also be used to pay the transportation costs for family members to travel to the women’s facility to participate in the existing overnight visitation program and this would have smaller administrative impact on the Department.  The bill is not clear on the purpose of the funds.       

 

TECHNICAL ISSUES

 

The Corrections Department requests the phrase “to operate an overnight family visitation center at the women’s correctional facility” be clarified.
