SUMMARY

 

Synopsis of Bill

 

Senate Bill 288 appropriates $652 thousand from the general fund to the Board of Regents of the University of New Mexico (UNM) to administer the FOCUS programs.

 

Significant Issues

 

The FOCUS programs are conducted in the UNM School of Medicine.  These programs address drug and alcohol abuse issues and serve teen parents and adults.  During FY03, FOCUS programs served an estimated 250 families.

 

The CHE reports the programs have been operative for nearly 14 years and have received an estimated $11 million in federal funds.  More recently, a grant of $77 thousand was received from the Department of Children, Youth and Families (CYFD),   and one of more than $20 thousand from the Department of Health.

 

 

FISCAL IMPLICATIONS

 

The appropriation of $652 thousand contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY05 shall revert to the general fund.

 

OTHER SUBSTANTIVE ISSUES

 

This request was not among those submitted by the UNM Board of Regents to the CHE.  Consequently, the Commission did not review it.
