Fiscal impact reports (FIRs) are prepared by the Legislative Finance Committee (LFC) for standing finance committees of the NM Legislature. The LFC does not assume responsibility for the accuracy of these reports if they are used for other purposes.

SUMMARY

 

Synopsis of Bill

 

Senate Bill 244 proposes to require at-site absentee voters and at-site election day voters to show identification to vote on a standard ballot.  If identification is not available, the voters will be required to vote on a provisional ballot.

 

FISCAL IMPLICATIONS

 

There are no significant fiscal implications associated with this bill.

 

ADMINISTRATIVE IMPLICATIONS

 

The Attorney General’s Office notes there may be a high rate of provisional ballots until voters remember to bring identification with them to the polling site.

Senate Bill 244 duplicates House Bill 410.

TECHNICAL ISSUES

 

The Attorney General’s Office notes the bill does not appear to require identification for by-mail absentee ballots.

 

OTHER SUBSTANTIVE ISSUES

 

New Mexico law currently requires voters to show identification prior to casting a ballot in only limited circumstances (i.e. first time voters who register to vote by mail and do not submit an identifying document).  This bill would apply the identification requirement more broadly.
