Synopsis of Bill
Senate Bill 149 amends
22-10A-15 to remove authorization for local school boards to provide for
additional qualifications for substitute teachers.
Significant Issues
Senate Bill 149 removes the authority of local
school districts to issue substitute teacher certificates and directs the PED
to certify substitute teachers.
ADMINISTRATIVE IMPLICATIONS
According to PED,
there would be an initial large number of applications to cover those substitute
teachers who were certified in 2003-2004 by local school districts, once that
has worked its way through the system the administrative impact would become
routine.
