SUMMARY

 

Synopsis of Bill

 

Senate Bill 93 appropriates $500 thousand from the general fund to the Board of Regents of NMSU to establish the Center for Border Educational Leadership for improving, in the region, public school superintendents’ skills.

 

Significant Issues

 

The need for capable educational leadership is both revealed and reinforced by student test scores which are particularly discouraging in areas with large numbers of poor and minority students – such as New Mexico’s southern border.  Recently enacted federal and state reform measures also indicate the need to train and improve the leadership skills available in public schools.  According to the PED, this initiative is the product of a planning retreat held in

February of 2002 and is to be used as a follow-up to a $50 thousand educational leadership grant from the Wallace Foundation.  Educators from Mexico, Texas and New Mexico have been involved in developing strategies to address the unique needs of administrators in the border area.

 

FISCAL IMPLICATIONS

 

The appropriation of $500 thousand contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY05 shall revert to the general fund.

OTHER SUBSTANTIVE ISSUES

 

This expansion request was approved by the NMSU Board of Regents and forwarded to the CHE.  This program was ranked #2 out of the nine expansion priorities submitted. The CHE, however, did not recommend funding for the project.

 

AMENDMENTS

 

The following language is suggested for all new recurring higher education programs and expansion of current programs (assuming that funding will continue beyond FY05):

 

“The institution receiving the appropriation in this bill shall submit a program evaluation to the Legislative Finance Committee, The Public Education Department and the Commission on Higher Education by August 2007 detailing the benefits to the State of New Mexico from having implemented this program over a three period.”

 

POSSIBLE QUESTIONS

 

  1. What activities training activities can be conducted for border area superintendents and administrators is this proposal is not funded?
  2. Are there other sources of funding that may be tapped to provide some of the training needed?
