Fiscal impact reports (FIRs) are prepared by the Legislative Finance Committee (LFC) for standing finance committees of the NM Legislature. The LFC does not assume responsibility for the accuracy of these reports if they are used for other purposes.

SUMMARY

 

Synopsis of Bill

 

House Memorial 9 requests support and participation in a veterans’ oral history project for New Mexico.  Agencies named in the memorial include the Museum of New Mexico, Bataan Memorial Museum and Library, and the NM Veterans’ Service Commission.

 

Significant Issues

 

New Mexico has always had a very rich and storied military history from Glorieta Pass to the 200th Coast Artillery that survived the Bataan Death March.  This history includes New Mexico’s Navajo Code Talkers and the Stealth Bomber Squadron that was the first to enter Bagdad.

 

New Mexico must preserve the personal stories of all of New Mexican heroes in uniform.  This memorial encourages the collecting of these stories by our citizens so as to memorialize their heroic deeds.

 

TECHNICAL ISSUES

 

The Department of Cultural Affairs asked the following questions:

 

q       what individual or agency will develop and oversee the project, such as concept, content and funding,

q       who will do the interviews for the oral history content,

q        will the medium be audio or video, tape or CD/DVD,

q        transcription of interviews should be a required ingredient of the project,

q        which will be the archival repository, State Records Center and Archives or the Chavez History Library at the Palace of the Governors?

 

OTHER SUBSTANTIVE ISSUES

 

The Santa Fe Living Treasures project in Santa Fe is considered a good example of such an oral history initiative.
