SUMMARY

Synopsis of Bill

House Joint Memorial 85 resolves that the Legislature supports and encourages national, state and local efforts to secure access and remove barriers to health care for men and their families, and further resolves the Legislature encourage the New Mexico congressional delegation to support the passage of the Men’s Health Act of 2003 (U.S. Senate Bill 1028 and U.S. House Resolution 1734).

Significant Issues

Males’ life expectancy is 5 years less than females’, they have higher death rates resulting from seven of the eight leading causes of death, and almost twice the rate of heart disease.  Studies show this disparity, in part, results from lack of awareness,  poor health education and the low number of male-specific health programs.

TECHNICAL ISSUES

The joint memorial resolves “the legislature encourage the New Mexico congressional delegation” but does not state how the Legislature will provide this encouragement.  Possibilities include letters, phone calls, a visit to the delegation in addition to forwarding copies of the joint memorial to each member of the Congressional delegation.
