SUMMARY

 

Synopsis of Bill

 

House Joint Memorial 81 resolves DOH be requested to continue the task force on homelessness, SAOA be included on the task force, and the task force report findings to the Governor and the appropriate interim legislative committee before the first session of the 47th Legislature.  It further resolves SAOA be added to the task force.

 

Significant Issues

 

DOH states homelessness is a large and increasing problem in New Mexico with approximately 20,000 individuals being homeless.  HJM 81 would allow the work of the task force to continue through fiscal year 2005 to review successful models for delivery of housing and services; collaborative efforts to implement such models; seeking and obtaining local community input; improving access to affordable housing and supports and services; increasing access to affordable primary and mental health care; and improving wages for the lowest incomes, including implementation of a living wage and income.  The goal of the task force is to implement a statewide plan for homelessness by 2006.

 

VSC estimates that 30 percent of the homeless individuals are veterans.

 

Task Force members, as appointed by the DOH secretary, include representatives from Children, Youth and Families Department; the Human Services Department; the Corrections Department; the Public Education Department; Department of Labor; the Veterans’ Service Commission; the Health Policy Commission; the New Mexico Mortgage Finance Authority; the Office of Indian Affairs; State Agency on Aging; and city and county government officials.

 

FISCAL IMPLICATIONS

 

Participating agencies will need to pay for expenses out of operating budgets.
