Synopsis of Bill

 

House Joint Memorial 53 requests the Secretary of the Corrections Department to convene a task force to study barriers to successful reintegration of parolees into their communities and to improve coordination of release and reentry planning for parolees by executive agencies. 

 

The memorial also requests the task force to study barriers to employment, public benefits, housing family reintegration, education and legal immigration that hamper parolee’s efforts to rejoin their families and communities.

 

The task force is to include the Secretary of Human Services, the Secretary of Children, Youth and Families, the Secretary of Health, the Secretary of Labor, the Secretary of Public Education Department, a representative from the New Mexico Women’s Justice Project and a representative from the New Mexico Center on Law and Poverty.

 

The task force is requested to submit a report to the Interim Corrections Oversight and Justice Committee and the Interim Legislative Health and Human Services Committee no later that November 1, 2004.

 

FISCAL IMPLICATIONS

 

HJM 53 does not contains an appropriation.

 

 

ADMINISTRATIVE IMPLICATIONS

 

The Corrections Department will have additional administrative requirement on staff to coordinate meetings and develop recommendations.
