Fiscal impact reports (FIRs) are prepared by the Legislative Finance Committee (LFC) for standing finance committees of the NM Legislature. The LFC does not assume responsibility for the accuracy of these reports if they are used for other purposes.

SUMMARY

 

Synopsis of Bill

 

House Joint Memorial 39 requests that the PED, in cooperation with the Legislative Education Study Committee (LESC) and school district personnel, be requested to study the feasibility of including a weighting factor for career-technical education in the public school funding formula.

 

The joint memorial requests PED to report its findings and recommendations for public school funding formula changes to the LESC by November 2004 and copies of this memorial are to be transmitted to the director of the ALESC and the Secretary of Public Education for appropriate distribution.

 

Significant Issues

 

The study is to include: a) options to increase student enrollment in career-technical education programs without increasing funding requirements, and b) a comprehensive review of additional capital expenditures in the form of additional facilities or specialized equipment or materials required to support career-technical education curriculum in schools statewide.

 

ADMINISTRATIVE IMPLICATIONS

 

According to PED, the Career-Technical and Community Services Unit  will have to assign FTE to compete the study if a contractor cannot be obtained.  If the study is contracted out, a FTE will be responsible for oversight of the contract.
