      Synopsis of HAFC Amendment

 

The House Appropriations and Finance Committee Amendment appropriates $5 thousand from legislative cash balances rather than from general fund with any unexpended or unencumbered balance remaining at the end of fiscal year 2005 to revert back as legislative cash balance.  The amendment further clarifies that the appropriation is to Legislative Council Service.  

 

Synopsis of Original Bill

 

House Bill 536 appropriates $5 thousand from the general fund to Legislative Council for the purpose of providing a full-day Indian law institute for New Mexico legislators to enable them to understand the foundational principles of Indian law.

 

FISCAL IMPLICATIONS

 

The appropriation of $5 thousand contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2005 shall revert to the general fund.

 

This appropriation would provide sufficient per-diem for approximately 34 legislators to attend the institute, not including mileage reimbursement.

 

Currently, legislators receive the federal per-diem rate of $146.00/day plus mileage to attend legislative meetings.
