SUMMARY

 

Synopsis of Bill

 

House Bill 524 appropriates $40.0 thousand to the Children, Youth and Families Department from the General Fund for expenditure in FY 05 in support of the Mesilla Summer Youth Camp Program’s coordination and management responsibilities. 

 

This appropriation matches a New Mexico Youth Conservation Corps grant.

 

Any unexpended or unencumbered balance remaining at the end of FY05 shall revert to the General Fund.

 

Significant Issues

 

The Youth Conservation Corps Camp Program notes:

 

·        HB524 provides funds to the Children, Youth and Families Department (CYFD) to run a summer camp in Mesilla that will be used to match a Youth Conservation Corp (YCC) grant. CYFD will have all responsibility in the administration and management of this camp.

 

·        The YCC Act requires that a YCC project sponsoring organization ‘demonstrate that they can financially contribute to the Project’, but does not specify a percentage of in-kind match. 

 

OTHER SUBSTANTIVE ISSUES

 

These camp programs provide wonderful, needed opportunities for New Mexico’s young people.
