SUMMARY

 

Synopsis of Bill

 

House Bill 511 appropriates $100 thousand from the general fund to the Board of Regents of New Mexico University (UNM) for expenditure in FY05 to purchase new imaging technologies for the UNM Cancer Research and Treatment Center.

 

Significant Issues

 

According to UNM, this appropriation will go toward the purchase of a new PET/CT, an imaging piece of equipment having a total cost of $2.5 million.  Obtaining this equipment will help UNM attain designation from the National Cancer Institute (NCI).  This designation opens up new opportunities to bring new cancer treatments to New Mexicans and will allow UNM to compete for grants open only to NCI designated centers.  Becoming a NCI center will enable UNM to be on the cutting edge of cancer research and treatment.

 

 

 

FISCAL IMPLICATIONS

 

The appropriation of $100 thousand contained in this bill is a recurring expense to the general fund.  Any unexpended or unencumbered balance remaining at the end of shall revert to the general fund.

 

OTHER SUBSTANTIVE ISSUES

 

This request was not in the list of priority projects submitted by the UNM Board of Regents to  the Commission on Higher Education for review. Consequently, this request was not included in the Commission’s funding recommendations for FY05.

 

In the interest of accountability, the institution receiving the appropriation in this bill shall submit a program evaluation to the Legislative Finance Committee and the Commission on Higher Education by August 2007 detailing the benefits to the State of New Mexico from having implemented this program.
