Fiscal impact reports (FIRs) are prepared by the Legislative Finance Committee (LFC) for standing finance committees of the NM Legislature. The LFC does not assume responsibility for the accuracy of these reports if they are used for other purposes.

SUMMARY

 

Synopsis of Bill

 

House Bill 480 appropriates $100.0 for the Bilingual Multicultural Education Unit of PED for an assessment of existing Native American bilingual programs .

 

Significant Issues

 

The program currently serves 36,000 students. According to PED, 13 districts and one charter school offer Bilingual Education programs that utilize Native American language instruction in Maintenance, Heritage Language and Enrichment models.

 

If House Bill 480 is enacted, the results of the assessment used to determine the strengths, weaknesses and needs of the Native American bilingual programs can be used to re-design and implement better programs and outreach.

 

 

 

 

FISCAL IMPLICATIONS

 

House Bill 480 appropriates $100.0 from the general fund and is recurring.  The appropriation specifically is for the Bilingual Multicultural Education Unit of PED.

 

ADMINISTRATIVE IMPLICATIONS

 

According to PED, to fully assist in the assessment of bilingual programs, additional staff would by required to monitor and implement the RFP process and the expanded program.

 

OTHER SUBSTANTIVE ISSUES

 

The Legislative Finance Committee (LFC) conducted a program audit that provided information on bilingual programs and recommendations to improve the accountability of the program.
