Synopsis of Bill

 

House Bill 465 appropriates $25.0 to PED for a character education program in Roswell Public Schools.

 

Significant Issues

 

According to PED, Roswell Independent Schools, within Chaves County, has been a Character Counts community since 1994.  It first established a partnership with Albuquerque for the 1995-1999 Secretary’s Fund for the Improvement of Education: Partnerships in Character Education federal grant awarded to New Mexico.  Roswell Independent Schools and Chaves County continue to support Character Counts through the Chamber of Commerce.

 

FISCAL IMPLICATIONS

 

House Bill 465 appropriates $25.0 from the general fund and is recurring.

 

 

ADMINISTRATIVE IMPLICATIONS

 

 If House Bill 465 is enacted, PED would be able to implement and monitor the program.

 

RELATIONSHIP

 

House Bill 465 relates to Senate Bill 435 where the Roswell schools are included as participants to support and expand Character Counts in Chaves County.

 

OTHER SUBSTANTIVE ISSUES

 

The PED indicates that data has been collected over the period of 1995-2000 on the impact of utilizing Character Counts within New Mexico’s schools. The data is organized under the following categories: Student Knowledge of Six Pillars, Student Behavior, Student Attendance and Staff Involvement.
