Board of Licensure for Professional Engineers & Surveyors
SUMMARY
Synopsis of Bill
The bill increases the number of professional
surveyors on the Board from three to five and clarifies the experience required
to serve as a surveyor member of the board.
The number
of
surveyors will equal the number
of professional engineers on the board, making the Board a twelve-member board
including its two current public members.
The number of board members on the surveying subcommittee will increase
from three to five members.
Since each board member term is for five years,
the bill increases the number of terms expiring each year to “not more than
three”. The bill requires the Board to
notify the Governor if it exercises the authority in the current act to appoint
a provisional member to serve in a position that has been vacant for more than
three months.
PERFORMANCE
IMPLICATIONS
Adding two additional board members will
alleviate the work of the current three professional surveyor members on the
surveying subcommittee as well as on other board committees.
FISCAL IMPLICATIONS
The budget for fiscal year 2005 would need to be
increased by use of budget adjustment authority by approximately $7 thousand to
cover in-state travel to board and committee meetings, out-of-state travel for
an additional member to attend and participate as a member of the National
Council of Examiners for Engineering and Surveying and its committees and other
incidental administrative costs.
OTHER
SUBSTANTIVE ISSUES

The
two professions are distinct and the licensing requirements and application
processes are separate from one another.

The
Professional Surveying Committee reviews from 17 to 37 surveying cases per
year.
