SUMMARY

 

Synopsis of Bill

 

House Bill 363 appropriates $75 thousand from the general fund to the Crime Victim Reparation Commission for FY05 to provide services to survivors of homicide. 

 

Significant Issues    

 

The Crime Victim Reparation Commission has a vendor “The Survivors of Homicide Organization” which provides services throughout the State.  The organization currently has one victim advocate with no funding for travel or training.  This additional money would provide the Commission the funds to provide for an additional victim advocate and fund travel throughout the State. 

 

The Crime Victim Reparation Commission notes that New Mexico has the third highest per capita rate of homicide in the country and the DA victim advocates are unable to provide the high level of advocacy required in the homicide cases.

 

FISCAL IMPLICATIONS

 

House Bill 363 appropriates $75 thousand to the Crime Victim Reparation Commission to provide services to survivors of homicide.  Any unexpended or unencumbered balances at the end of FY05 will revert.

 

ADMINISTRATIVE IMPLICATIONS

 

This would have minimal administrative impact.

 

RELATIONSHIP

 

House Bill 363 relates to the General Appropriations Act. The House Appropriations and Finance Committee recommendation for the Crime Victim Reparation Commission FY05 budget contains $2.6 million in federal funds for this type of program.
