SUMMARY

 

Synopsis of Bill

 

House Bill 321 appropriates $300 thousand to the Board of Regents of New Mexico State University (NMSU) to fund faculty positions at the Clovis Agricultural Science Center.

 

Significant Issues

 

This program expansion request was not submitted to the Commission on Higher Education (CHE) by the NMSU Board of Regents.  Consequently, the CHE did not review or evaluate this request.

 

FISCAL IMPLICATIONS

 

The appropriation of $300.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY 05 shall revert to the general fund.

 

The CHE recommended a FY 05 appropriation of $500.0 to NMSU to fund water quality, irrigation and water policy programs (AES/CES).

 

RELATIONSHIP

 

House Capital Outlay Request 382 appropriates $895 thousand for equipment, barns, and irrigation improvements for programs relating to water conservation, dairy production, cropping systems at the agricultural science center at Clovis.

 

HB 9 appropriates $341 thousand from the general fund to the Board of Regents of NMSU for expenditure in FY05 to enhance research and education programs relating to water conservation and rangeland ecology at the Agricultural Science Center in Tucumcari.   The bill appropriates $219 thousand to be expended by the Agricultural Experiment Station and $122 thousand by the Cooperative Extension Service.

 

HB 72 appropriates $582 thousand from the general fund the Board of regents of New Mexico State University to enhance research and education programs relating to water conservation, dairy production, cropping systems and agricultural science center at Clovis.

 

HB 132 appropriates $582 thousand from the general fund the Board of regents of New Mexico State University to enhance research and education programs relating to water conservation, dairy production, cropping systems and agricultural science center at Clovis.

 

SB 95 appropriates $582 thousand from the general fund the Board of Regents of New Mexico State University to enhance research and education programs relating to water conservation, dairy production, cropping systems and agricultural science center at Clovis.

 

AMENDMENTS

 

The following language is suggested by the CHE for all new recurring higher education programs and expansion of current programs (assuming that funding will continue beyond FY05):

 

“The institution receiving the appropriation in this bill shall submit a program evaluation to the Legislative Finance Committee and the Commission on Higher Education by August 2007 detailing the benefits to the State of New Mexico from having implemented this program over a three period.”
