SUMMARY
Synopsis of Bill
House Bill 321 appropriates $300 thousand to the Board
of Regents of New Mexico State University (NMSU) to fund faculty positions at
the
Significant Issues
This program expansion
request was not submitted to the Commission on Higher Education (CHE)
by the NMSU Board of Regents. Consequently,
the CHE did not review or evaluate this request.
FISCAL IMPLICATIONS
The appropriation of $300.0 contained in this
bill is a recurring expense to the general fund. Any unexpended or unencumbered
balance remaining at the end of FY 05 shall revert to the general fund.
The CHE recommended a FY 05 appropriation of $500.0
to NMSU to fund water quality, irrigation and water policy programs (AES/CES).
RELATIONSHIP
House Capital Outlay Request 382 appropriates
$895 thousand for equipment, barns, and irrigation improvements for programs
relating to water conservation, dairy production, cropping systems at the
agricultural science center at
HB 9 appropriates $341
thousand from the general fund to the Board of Regents of NMSU for expenditure
in FY05 to enhance research and education programs relating to water
conservation and rangeland ecology at the
