SUMMARY
Synopsis of Bill
House Bill 306 appropriates $150 thousand from
the general fund to the Board of Regents of NMSU for a neurobehavioral research
project involving children and adolescents at high risk for the development of
violent behavior.
Significant Issues
Children and adolescents have become
increasingly involved in violent behavior.
This research project will focus on children and adolescents at risk of
violent delinquent behavior. According
to the NMSU analysis, the project will delineate the underlying brain behavior
based on factors of this population at risk through the use of
neuropsychological assessments and through the use of electroencephalographic
evaluation and Low Resolution Brain Electromagnetic Tomography. The results from this project will be used to
identify those at risk of violent delinquent behavior and develop approaches to
minimize any subsequent tendencies toward delinquent violent behavior.
FISCAL IMPLICATIONS
The appropriation of $150 thousand contained in
this bill is a recurring expense to the general fund. Any unexpended or unencumbered
balance remaining at the end of FY05 shall revert to the general fund.

This proposal was not among the priorities
submitted to the CHE by the NMSU Boar of Regents. Consequently, it was not
reviewed by the Commission.
AMENDMENTS
The following language is suggested for all new
recurring higher education programs and expansion of current programs (assuming
that funding will continue beyond FY05):
“The institution
receiving the appropriation in this bill shall submit a program evaluation to
the Legislative Finance Committee and the Commission on Higher Education by August
2007 detailing the benefits to
