Fiscal impact reports (FIRs) are prepared by the Legislative Finance Committee (LFC) for standing finance committees of the NM Legislature. The LFC does not assume responsibility for the accuracy of these reports if they are used for other purposes.

   Synopsis of Amendment

 

The House Education Committee amended House Bill 270. The amendment reduces the appropriation and changes the intent of the bill. The amendment strikes the original purpose of the funding, from operations and programs to professional development.

 

Synopsis of Bill

 

House Bill 270 appropriates $100.0 to PED for operations and programs in the Reserve Independent School District (RISD).

 

Significant Issues

 

According to PED, small school districts have experienced declines in student membership.  As a result, they receive a lower amount of funding from the public school funding formula. Over the last several years, the district has requested supplemental emergency funding to meet operational and program funding requirements.

 

 

FISCAL IMPLICATIONS

 

House Bill 270 appropriates $100.0 from the general fund and is recurring.

 

ADMINISTRATIVE IMPLICATIONS

 

The administrative impact to PED is minimal.

 

OTHER SUBSTANTIVE ISSUES

 

If House Bill 270 is not passed, the district can apply for emergency supplemental funding which is appropriated by the Legislature within public school support funding.
