SUMMARY

 

Synopsis of Bill

 

House Floor Substitute for House Bill 197 amends the construction industries licensing act to provide for minimum standards for the voluntary collection of precipitation from buildings.

 

Significant Issues

 

This bill would require the general construction and mechanical bureaus of CID to recommend to the construction industries commission minimum standards for the voluntary collection of rainwater from roofs.

 

The language in this bill was drafted by a consortium comprising representatives from the construction industries division (CID) and industry in an effort to address concerns raised by CID in its analysis of the original SB 197.

 

The Public Schools Facility Authority reports that water harvesting is a logical and progressive response to the water scarcity issues facing New Mexico.

 

 

 

FISCAL IMPLICATIONS

 

None are apparent at this time as compliance with the proposed standards are voluntary.

 

OTHER SUBSTANTIVE ISSUES

 

No response was received from the Environment Department although the harvested water may raise water quality issues or pest control issues.  These concerns would fall outside of the Construction Industries Division statutory authority.
